Bogus Orders? Same ebay user ID using two different Paypal accounts?

I just received two orders within the last day. They both list the same Ebay buyer ID, yet they have been paid by two seperate Paypal account in two different parts of the country. Paypal says I am protected and that I am ready to ship. What am I to make of this? Is this some new scam?

Possibly something like a student sharing a parent's id, thus different locations? Just wondering.

The problem is the shipping address is matched to the actual Paypal payer.  So different people paying and receiving, yet one Ebay user ID.

So is one address saying you are protected and one not? I thought you just had to send to the shipping address on the payment, because changing it, sending gifts or having multiple mailing addresses is pretty common. Used to be use had to send to a confirmed PP address, but I don't believe that's the case any more. That might have been old skool Paypal rules.

Could be an eBay buying/ forwarding service.

Chaos is NOT an "industry standard".
