Blocking bidding from a foreign country you don't want to ship to???

Where do I go to block bidders from Hong Kong??

You can't block them..........because even tho you ship to the US only,  they could have the item shipped to a location in the US.....a friend/or reshipper.

Go to Site Preferences in the drop down menu under account.  Click on the link for Shipping Preferences.  Then click on exclude Shipping Locations Edit.  There you can exclude countries you don't want to ship to.
