Ebay won't allow blocking an unpaid buyer unless they've stiffed you on 2 or more listings. Why is that? If a seller allows the "minimum of 4 days" for payment, and sends several invoices, and is still unpaid - then how is the first unpaid item insufficient? The seller should have the ability to prevent a 2nd incident with the same buyer, or else Ebay should compensate the seller for their time wasted. People who do not pay, do not respond to invoices, and do not communicate with the seller - imho they have many ways to work things out with the seller and if they do not do that, then the seller should be allowed to ban them from future auctions. Seems so logical, Ebay, nest pas?

You can add the buyer member ID to your Block Bidder list. Mine's nearly a mile long...

you as the seller can Block them.
Add then to your Blocked Bidder List.
After the next seller follows through on the Unpaid item case, then the buyer will have 2 and be blocked from any seller who has their settings at 2 in 12 months.
I think any bidder who cancels a bid should be blocked BUT eBay does not and it is their sight so I use what I am given to try to block bad buyers.

@ijiotto Sadly, my Blocked Buyer list is getting longer as well. If you add a person to your BBL, they can still communicate with you regarding any current transactions, but will be unable to purchase from you in the future. I usually try to give buyers the benefit of the doubt ( they might be inexperienced) but not responding to messages is just rude. Like others have said, it's ebay's site, so we have to play by their rules. It doesn't make it any less aggravating that buyers purchase, but don't pay. Best of Luck!

eBay absolutely allows you to Block a Bidder/Buyer for any reason. They allow Sellers to block up to 5,000 Buyers.
I think you're confusing blocking a specific member ID with using the generic block where you can indicate you do not want bids/purchases made from ANY member with two or more unpaid items within 12 months.
These are two different things.

Yes there is the block bidders with X strikes within a time frame and also a blocked buyers list that you can add to anytime

It's not 2 unpaid from you, it's 2 unpaids total, any and all unpaid sellers apply.
Believe me, it doesn't take long for a true deadbeat to meet the >2 unpaid in 12 months criteria, everyone else gets to fly under the radar... I have mine set to 5 in 6 months and I have no real issues because again, the habitual offenders rack up a far higher score.

One unpaid item is a mistake and two is a pattern, so everyone gets one mistake.

One time could be accidental or a special circumstance......twice is habitual.

EBay allows the buyer 96 hours to pay, more if the seller allows, before automatically cancelling the transaction and giving the deadbeat a Strike.
The seller is allowed to add any member to her Blocked Bidder List, even if there has been no transaction.
What eBay does not allow is an automatic Block on members with only one Strike. EBay will also allow a buyer to appeal and have the Strike removed-- but only once in the buyer's career. This is like training periods at work, the newbie gets a chance to learn.
When you can open a Dispute, do so and give the deadbeat those Strikes eBay uses to control unpaid items.
