Blocked user, anyway can send to me messages!and was blocked too in preferences

I have blocked a user. I had done it a year ago. I do not have any current transactions with this. Go to preferences, I do not want to receive messages from my blocked users (and add it to the Blocked Users list, the usual). Anyway ... he keeps sending me messages. I went back to refresh the blockage in each step and anyway you can send me messages. This is still happening with some other user too, always. I want that whoever is blocked can not send me messages "as it says the setting offered by Ebay" but "it does not work for me".

What's wrong ? What can I do ?
