Seller Not Covered? Disputes filed directly with PayPal in the Resolution Center

I'm confused. I'm looking at the last line (see below) Does this mean that anytime a buyer files a dispute with PayPal in the Resolution Center, the seller will automatically lose? How does a seller win a PayPal dispute?
