Blocked bidder is making third attempt with a new account to scam me

A bidder who bought from me in 2013 and claimed INR (it was a Canadian shipment, so I had no choice to refund, and no tracking, he said the "mail only takes two days" and did his claim through Paypal four days after I shipped, that's how I know it was a scam).

 

Then he bought in 2016, which I cancelled, but I had put in a non-payment claim (when we could do those) which meant I could only cancel through Paypal opening myself up to feedback. He left the worst feedback I've ever seen about how I'm a disgusting liar that cheats people.

 

Now he's bought from me again, new account. Other two accounts are still on the BBL, and I checked my records to make sure it's him. Address is different, but he keeps changing his first or last name by one letter to be able to register new accounts when he gets turfed (which I don't think is happening quickly as the 2016 account has been in operation for quite some time.

 

I have to go to work now, so I'm not dealing with this until I get home. But could use some input from the group, other than adding new account to BBL (which I did), and that I can cancel with problem with buyer's address (which I will be doing as well, unless there's any easier way).

 

I'm not shipping this $45 coin to this clown so he can claim INR and leave me horrible feedback for the fun of it.

I would cancel each account he makes and tries to purchase with problem with buyers address and block each account plus report each account to ebay. I have had this happen to me to and in one case I told the guy I refuse to ship to him under his second account as he scammed me on the first account. Some of those people are heartless I don't know how they live with themselves. They are only to happy to steal from good sellers like us. But do as I mention cancel, block and report every sus account they make. Don't ship anything. On the negative feedback I would be on the phone to ebay quick smart and try to get it to you. When you talk to ebay make sure you point out the other accounts. Hope they will remove the neg. Or did they remove it already?

The negs, there were two, were left in 2016 the second time he tried to scam me and I refused to ship. It was several phone calls and hours wasted but I did get those removed. He left them one at a time so I could waste twice as much time calling Ebay.

OK, here's the scoop. I contacted eBay for Business on Facebook and had a chat with an agent. He said that citing address issues for the reason to cancel is acceptable if you "suspect or know" someone is circumventing a block, and they can't leave any feedback in this case.

 

I know this has come up before, but when I go through a situation and learn something, I like to share what I learnt because policies change a lot and over time we hear different things.

 

I did some digging on this guy before I wrote my few paragraphs of message on FB, and in addition to noticing he changes the spelling of his name to avoid detection on their system (and the address has changed each time too, but same city). He used uppercase "I" and lowercase "L" interchangeably so the name "looks the same", but when I copied and pasted it into notepad which is a serif font, it caught the L's are really I's in disguise. (When I copied it on FB it went back to being non-serif, but the agent doesn't seem to care to investigate what this guy is doing, just telling me on what I need to do about it).

 

Oh yeah, I guess I should go report him now.

Is the buyer in Canada?  Just block Canada.  But if you are in the new international program, ebay will be the one refunding.  But anyway, if you are sure that he is the same person,  I would contact Ebay via facebook.

Do cancellations for Problem with Address allow the customer to leave feedback?

@ms.rodriguez*   Why would a Canadian seller block 37 million fellow citizens and potential buyers?
 That's like blocking Texas for one problem customer.

I sell a lot of Canadian items (tokens and medallions) which are mostly bought by Canadians. I'd be cutting out a big bit of business by blocking all of Canada. (Also Canadians get their tokens shipped for 2.65, which is way better than the EIS can do).

If I find out something different, I'll come back and post. FB eBay said they can't, so I have to go with that.

 

I am expecting a note from the customer, but if he remembers he ripped me off before, he might not bother contacting me (and he'll figure out he can't leave feedback).

 

I didn't send any messages to the customer or offer any explanation for cancelling. eBay CSRs have told me they can help me better when I don't muddy the waters by writing to the scammer.

As a general rule I don't click on links. They try to reinforce this on us at work and I work on a mailbox sometimes that get messages from the public. Occasionally someone sends a "you have a message, click here to read it" type of message with no details other than that. We've been told if there is no case relevant details in the subject/body, we don't click the links, we just delete it.

DH got  an email to  rarely used account telling him he had XX hours to claim an e-transfer of $320. Since neither of us had any record or memory of the name or of the amount, we decided it was a scam.

The meme turned up on FB a few hours later.

I could be wrong but I think that a buyer can leave feedback if you cancel using problem with address. They would probably have to go to their own feedback page but I think that it can be done.   But I would worry more about cancelling the transaction than the feedback part of it.

Yes, I'm registered in Canada. Canadian stuff goes out with Canada Post (no tracking on small inexpensive items), all other items go out from Niagara Falls NY.

 

The negative feedback was left in 2016 and has since been removed. I just cancelled his purchase an hour or two ago from the latest, third account, and eBay says he can't leave negative because it's cancelled as an address reason.

 

You know, I was telling the shop owner earlier that the average person who did an INR or SNAD on me would not be noticed if they created a new account and bought again. Significantly scammy buyers will be remembered (like doing an INR with paypal 4 days after I shipped with a 7-10 day transit service).

Block a whole country because of one buyer that appears every few years? That seems like overkill.
