TL;DR: When buyers are added to a seller's Blocked Buyer List (BBL), messages from that buyer are blocked and the seller has zero control. Pain point since Summer 2023 when eBay made an unannounced change that is still catching buyers and sellers in bad situations.
Straight off the bat, to those who think the setting under Buyer Rules on the Buyer Management page can control this: you are wrong. The setting that says, "Don't allow blocked buyers to contact me," applies exclusively to Buyer Requirement settings (e.g., unpaid items, primary shipping address, number of items purchased in 10 days). It has zero impact on whether a member on your Blocked Buyer List can contact you.
All messages from members on your BBL are blocked. Full stop. Note the bold text on the BBL page:

Fast forward to Sept 3 2023 and everything changed. Unannounced! Causing problems for buyers and sellers.
We first discovered the unannounced change when a seller came to Community with a problem here:
kyle@ebay said at the time, "This was changed due to overwhelming feedback over the years that blocking a buyer and then needing an extra step to block their messages was redundant."
eBay took control away from professional sellers because of some whiners that can't deal with customers in a business where customer service is paramount and dealing with difficult people comes with the territory.
Those sellers were too upset they had to check a separate box to block messages (a one time setting adjustment) after adding buyers to their BBL.
While I do admit it's nice to not see so many sellers complaining about buyers being able to message after they were blocked, eBay handled this change in the worst way by taking the choice out of sellers' hands. What eBay could/should have done was change the default message block setting with 2 weeks notice for sellers to 'opt out' of a forced message block on their account, similar to what they did when they forced passing on shipping discounts last year.
PRESENT DAY (what we've been fighting for, for nearly two years!, thanks for sticking with us kyle@ebay ) :
At this stage, factoring in changes already made, I think eBay should keep the BBL message block separate from the buyer requirements message block by adding a new setting.
Add a check box on the actual BBL page above the BBL list to block communications with people on the BBL, checked by default, but with the option to uncheck.
That way sellers wanting to block comms from BBL but wanting to allow comms from, say, purchased too many items in 10 days, the seller can do that. The setting is checked by default for those who think it's redundant, but can be unchecked by sellers that value their customer service opportunities and want to allow communication.
Of course you'll get some sellers saying it's redundant to have to uncheck a message block setting in 2 places. Seriously, you can't please everyone, but the current process where choice was removed from sellers entirely is definitely not working for sellers or buyers.
Some will make the argument allowing comms from BBLers with a current transaction is the way to go. While that would be better than what we have now, it would also bring back the initial problem the whiners were whining about: for them, blocked is blocked and they don't want messages despite a current transaction.
Which means eBay should make the change, get this right, and only have to do it once:
Messages from BBLers entirely on or entirely off, in the seller's control.
The only acceptable variation would be an additional layer of control: let sellers pick if they want to allow BBL messages for recent transactions only while blocking the rest, but make sure sellers retain the option to allow all or block all even if the 'recent transaction' option is offered. I don't think the extra layer is necessary, but it wouldn't hurt anything, and some sellers may want that option.
Important: There should be a notification on the buyer's side to let them know their message cannot be sent due to the block. Too many problems are resulting from buyers thinking sellers are receiving their messages and ignoring them resulting in negative feedback and worse. eBay notifies buyers they can't make a purchase when they are blocked, and eBay notifies buyers they can't message a seller when the seller's settings block messages due to buyer requirements, so why can't the same be done when a buyer is blocked by the BBL? Back when the buyer requirements block used to control whether BBL-ers could send a message, buyers were notified if they were blocked from sending a message.

@wastingtime101 Here's one I'm debating blocking right now, and would have already if I saw that ridiculous lowball they made on the 13th, 2 days AFTER I asked them to use the M.O. listing feature. But I never got a notification of that second message, and I've been in my inbox plenty of times over the past 11 days, in fact I was just in there last night looking for a message, and I absolutely would have noticed the bold lettering of an unread message.
So there's something screwy about that, but I definitely got tonight's 2 weird messages, phone notification sound and all. I have no idea how they could think they paid for this item; it is still 'live' as far as I can see (item # 127102901700 ). But I also find it slightly suspect to claim they finally decided to buy the item now, when before they thought $8 was reasonable for it. Then there's the fact I'm just seeing the software's translation from Chinese.
So I have no idea what they're up to, innocent or sheisty. Like I said I would have already blocked them for being annoying before, but now that they may(?) have a purchase underway that somehow isn't showing up on my end (yet???) .... who knows what adding them to my BBL would do at this point, other than block my only window on what their deal is (their messages).

Your item is live. They have not purchased that. Not from you anyway. I would politely write them back and let them know they cannot see order info. becuase they did not buy anything from you and the item they asked about is still available to buy. Then, I'd block them if you do not want to deal with them.
I have no issue blocking someone I think will be an issue.

I think you can safely block as there's no recent transaction and the item isn't sold @gurlcat - not unless you see they purchased a different item. The buyer is probably confused by a payment preauthorization if they made an offer. It's not an actual charge but their funds may be on hold with their bank. Or perhaps they are confusing you with another seller.
P.S. That language translator in Messages is pretty new. I like it.

Oh AL-RIGHT, even though at this point I kinda have novelty attraction -that thing where animals are mesmerized by something weird out of sheer curiosity, and sometimes it's a predator being weird on purpose to "charm" their prey closer. -Doesn't always work by the way, and I am fearlessly armored by seller protections and know-how .... but FINE, I'll go ahead and block!
You're probably right about their autopay jamming up or something like that; I did just send offers to 6 buyers on that item, about an hour before those messages (although those 6 i.d.'s are disguised of course). But there's nothing anywhere stating anyone accepted the offer. And I have autopay switched OFF in my settings.
That translater's a bit sluggish actually. When I opened the first message tonight, there was no translation, all Chinese characters. But then on the second message they were both translated.

The only work around is to have the best offer option turned off and no longer take questions at all. It's an option in manage communications with buyers in site preferences. You have to mark NO to buyers can send you messages while they're shopping. You must have answers provided for frequently asked questions for it to work and that box must be marked yes.

Not sure what you're working around with that suggestion. Seems like you need to start a different thread about how to block messages. 😉
The entire point of this discussion is sellers want to be able to block buyers from purchasing while keeping communications open to deal with things like post-transaction issues, among other reasons.

Exactly. By being able to receive the messages, sellers could opt to use defensive lying if they wanted, LOL. Granted, some sellers wouldn't do that and just ignore the messages, but this blinding effect that eBay CLAIMS sellers asked for makes it look like all of us ignore those messages. And unfortunately there are 'Type A personality' buyers out there who take silence as a battle challenge.

Hey kyle@ebay . Got another use case here. Buyer returned item in altered, un-resellable condition. I want to block them to prevent future purchases and financial losses.
Thing is, this buyer has been doing all of their communication through eBay messages. If I BBL, those messages will be instantly cut off.
The opportunity to offer good customer service to the buyer for an amicable resolution is also cut off and the chance of negative feedback increases, particularly since the state of the item is bad enough to utilize the up-to-50% TRS deduction. I won't be able to talk the buyer down as I have in the past with a few buyers.
Now I personally don't care much about the FB (and could probably get a potential neg removed with the TRS protections anyway), but I do care about the amicable resolution so the buyer is not left angry or thinking I'm intentionally ignoring their messages.

If I was in this seller's shoes kyle@ebay , I would 100% want to add the buyer to my BBL and prevent future purchases, but at the same time keep messaging open regarding the recent transaction.

Even if the seller chooses to not respond to that first message, they may want to respond if the buyer escalates with further messages. I do not want to lose visibility to buyer messages, but I do want to protect my account when a buyer is abusing the process, or is getting ready to make false claims.
At this stage there is no reason to report that buyer, but if they escalate, future messages may reveal abusive behavior which could help the seller to file reports for seller protections if the buyer ends up abusing the returns system.
