I didn't know someone could cancel a bid on an item after it is posted

What are the circumstances? Are you meaning bids or actual purchases? 

About bidding:

 

A buyer can retract a bid. Only a seller can cancel a bid.

 

If a buyer does request a bid cancellation, it is generally in a seller’s interests to accommodate such a request. Nothing good can come of trying to force an unwanted item on a recalcitrant buyer.

 

When a buyer retracts a bid for a wrong amount, they are supposed to re-bid. But in reality, they may not. eBay does not enforce this rule because it is not good business to alienate buyers by , as i said before, forcing an unwanted sale on an unwilling participant.

If you don't want perspective buyers to retract bids, don't run auction style listings.  You're selling clothing...an over saturated category.  List all your items at a fixed buy it now price, immediate payment required checked off and NO best offers.  You'll get more serious buyers and less bids retracted.  Remember you are here on eBay to make money, not chase it.

Buyers can retract bids they have placed:

The rules are they can only do that for a very few reasons. However, the rule is not enforced.  Still it's better they do that than return it with a false not as described case.

The bid on your spanx pants was canceled because the buyer is no longer a registered user.

eBay removed the buyer from the site thus causing the bid to be cancelled.
