A buyer sent me offers on 3 different items. I accepted all 3 of the offers and then went to send an invoice with combined shipping but its not showing up in my orders. It shows all 3 items as still active and no offers. Where do I find these orders so that I can send the invoice?

eBay is testing a new feature where when the seller accepts an offer, the listing remains active until the item is actually paid for.
This allows the seller to send offers to multiple buyers for the same item, and also keep the item active if someone just wants to Buy It Now, with the first person to pay becoming the "winner".
More info here:
My guess is what you are seeing may be related to this new feature where you accepted the offer, but the item remained active waiting for payment to be completed.
It's certainly concerning (but sadly not surprising) to hear that customer service appears to be unaware of this test and that it might be responsible for what you are experiencing.

that sounds like a mess!
The O.P. accepted the buyers offers. They did not send out offers.
All three should be considered sold (awaiting payment) and ready for the seller to send an invoice.

Have you noticed that since eBay instituted this change the number of sellers coming hear to complain about offers from buyer that are not getting paid have dropped like a rock.
Under the old system the item would be taken offline for many days and then need to be relisted (maybe free or maybe not free), while that is happening other buyers interested in that item have gone elsewhere.
If a buyer makes a SINCERE offer and the seller accepts it's seem reasonable to me that the buyer then needs to actually buy and pay rather than leaving the seller hanging for 96 hours at a minimum.
It was clear that under the old system, some buyers would send out dozens of offers to dozens of sellers and then pick and choose which of the seller accepted offers they would actually buy (could be zero).
Into your life it will creep

But the number of posts about accepted offers not showing in awaiting payment has sky rocketed. If the new way is that when an offer is accepted it stays live till it's paid for but when there are no notifications saying offer accepted then it wasn't a sale. So therefore yes posts about non payments would go down because it never really sold.

There are quite a few posts about this. eBay has dropped the ball once again.

We have noticed a steep increase in unpaid accepted offers because an offer is no longer a binding agreement or offer in good faith. Buyers can still send offers on 20items and then just pay for the one they choose and ignore the rest. This fixed nothing and instead created a new batch of issues or "unintended consequences".
One of the absolute biggest issues is that when some sends you a counter offer- the only why ebay could figure out how to keep the listing active is to make it NOT sell- so even though a seller accepts the offer- it renames the "accepted offer/sale/sold item" and sends a return COUNTER- OFFER to the buyer for the same dollar amount that they sent to you!!!!!!! When this happens ebay does NOT notify the buyer that they won the item or that the seller accepted their offer so they have no idea. The item often then just times out even though they genuinely were willing to buy and pay for it. Ebay lack of clear verbiage and confusing work-a-round to the " unpaid items" issue has just caused MORE unpaid items.

@laamonkey
Were these "counter offers" that you accepted?
In general, your settings require a buyer to put up a payment choice PRIOR to making offers to you (or to bid on your listings once eBay places the buyer ID into forced compliance). They would be billed automatically, separately for each offer you accepted. Sending invoices for combined shipping won't be happening since the items are already paid for if you accept an offer(s) or a buyer wins an auction(s).
You can see them here:
https://www.ebay.com/bmgt/buyerrequirements
Buyer Rules:
*Require buyers to provide a payment method before they place a bid.
*Require buyers to provide a payment method before they make an offer.
While the above settings eBay gave you set to the default of YES are indeed the combined shipping killers by themselves there is something else at play when you accept a counter offer.
If you send out offers, get a counter offer that you accept, eBay has made these "immediate payment required". If a buyer is involved with more than one item, and you accept the counter offers, these have to be paid separately at full price as well. There will be no invoicing going on, and no combined shipping REGARDLESS of the settings posted above. This is eBay's gig, and everyone is in it. The item will remain for sale until somebody buys and pays for it even if you accepted the counter offer.

I have run into this and it seems to have nothing to do with any setting a seller can change. I've had a buyer make offers on two items and I accepted both and one went into the sold and awaiting payment and the other was sent back as a counter offer with automatic payment required, which made it impossible to send a combined invoice with the correct shipping.
The buyer asked me why I did this and I had to explain to them that its some new eBay test and they seem to be randomly choosing what items fall into the test. And that the only way I can get around it is to make them a new listing for both items as a buy it now with the correct shipping and send them the link.
I created the new listing and sent the buyer the link, they purchased it and paid but the whole process added complication and work for myself and the buyer.
Personally I think this whole immediate payment required situation is a total mess. Especially for sellers like myself that have buyers interested in multiple items most days. I really never cared that the occasional buyer would make an offer and not pay. The old unpaid item process was slow and cumbersome, however the new cancellation process is quick and easy.
If I don't require immediate payment on my items then ebay should not include my items in any immediate payment test they are running.

Check eBay's Message Center for records of communications with the buyer to confirm that the accepted offer was successfully processed.

This is what I ended up doing as well. I spent 45 mins on the phone with ebay and they were stumped as well. Then they told me that the buyer needed to click on a combined shipping invoice request. The buyer could not find it. I ended up making a new listing with all three items and posted it as a buy it now. It was a pain.

Yes and it wasn't there. I ended up just creating a new listing with all 3 items as buy it now and my customer purchased them that way.
