I am new to selling on eBay. 2 buyers recently sent me a message asking for my contact information or a call so we can arrange payment and delivery. I am a little confused since I though all that arrangements through eBay? I'm now not sure of those buyers are legitimate. Any tips and advise regarding this?

Scammers for sure..when a buyer pays, you ship..its simple..just make sure you go to Paypal before you ship and make sure the payment is there in your acct..and be aware scammers also will send fake PP invoices to you that they have paid..always always check your acct in PP before shipping.

The buyers are trying to arrance Local Pickups?
That is the only instance in which it is not a scam.
You have billed them through Paypal?
Look on the PP invoice, their email is attached to that.
There may also be a phone number, I've never looked.
But generally, if you have billed and they want to pay and have you ship, everything they need was sent to them by PP.

As you're a new seller, I'm going to take the liberty of offering you some advice.
When you're selling shoes:
1. Put the size in the title
2. Show a pic of the soles so the buyer can see that there's none/little wear
3. State the composition and style if you can read these on the shoe (e.g. leather upper, balance man made)
4. Present your shoes carefully - for instance those suede shoes appear stained but that may just be the suede being in need of being smoothed. If your item presents as stained, you will either a) get no buyers b) get questions c) get after-sales complaints
5. The width of the shoe is important - both in the title and in item specifics. Think like a buyer. If you wear size 6 1/2 B - would you be pleased to buy a pair of shoes advertised as 6 1/2 on eBay and receive them only to find they're 6 1/2 AA?
6. Watch your spelling. You sold a pair of Yves Saint Laurent footwear as Yves Saint Lauren . Then you misspelled it another way in the description. Yikes!!! You got a good price but now you have a buyer who is possibly hoping to scam you. Part of this is because your listing screamed I AM NEW AND INEXPERIENCED
When you're selling a handbag:
1. Put handbag (or tote or whatever) in the title
2. If you're selling a brand like Dooney - you need lots of pictures including the interior labels, if any and better clearer pictures. Dooney on eBay is a high risk for fakes. If you have poor pictures, you are at risk of having a buyer file a complaint - the more pictures the better. And of course - be absolutely sure your bag is authentic.
Use the space available both in the title and in the listing and describe your item. There has to be more to say about something than that it's really sexy, or black with bling or used once.

They don't need your help at all to pay. After they bid and win or buy now eBay automatically sends an invoice and a PAY button. It takes them to PayPal to sign in and make the payment. They don't need to know anything about you or your PayPal account in advance of winning. But scammers will try to trick you into providing an email address to send the payment to and then they'll send you a fake payment notice that will apear to be from PayPal telling you to ship you've been paid.
Good thing you came here. citysatins gave you good advice.
Always look in your PayPal account to confirm payments and see if its there and if it says Wait To Ship or OK To Ship. Only ship it to the address PayPal provides.

@myspecialfindsforyou, they plan to send you fake payment e-mails that look like they're from PayPal hoping you'll ship without payment.
Zero/low feedback makes you a target for scammers, especially selling brands like YSL. Keep your communications on eBay and file an Unpaid Item case if the buyer does not pay within a few days.
Don't click on links in e-mails, always log in to paypal.com directly to see if you've been paid, forward any fake e-mails to spoof@ebay.com and spoof@paypal.com and add scammers to your blocked bidder list.
A lot of new sellers think a no returns policy will protect them, but if a buyer says the item is not as described in the listing then you will be responsible for refunding them. Your listings need to be accurate and complete, and you would benefit from learning eBay and PayPal policies for both buyers and sellers.

They are most assuredly NOT buyers ... they are scammers.
Do not reply and block them immediately.

It's a shame there are such people.
I also noticed both are ebay members since today. I am convinced they're scammers.

No RETURNS does not mean No REFUNDS.
You are allowed to refuse returns, but you are not allowed to refuse refunds.
