So I broke a NEW record - I signed up for promoted listings at the end of Sept after reading it would increase my sales. Who would not be on board with that! Ever since I signed up for promoted listing My sales have STOPPED ALL TOGETHER. This is a NEW record for me. O sales since LAST MONTH - But I have been billed for what is called CLICKS. I was charged for people clicking on my listing but did not make a sale. I was selling music for player pianos on a daily basis until I signed up for a couple of different Campaigns. So I am getting charged by E-bay after TANKING MY SALES TO NOTHING. It is now OCT 6 and not one sale this month after signing up for promoted listings. This is a NEW 14 Year record for me - Over a full week going from Daily sales to 0 SALES AFTER falling for the HYPE of increased sales.

If i was selling what you do, there is no reason i would use Promoted Listings. You already own the majority of the market (on eBay) on piano player rolls converted to CD.

Yes, I tried the pay per click myself. It did not produce more sales. It did cause my eBay account to go into the negative though. I actually tried it twice. I was not impressed at all.
I stick with the standard promoted listings. That way I only pay if the item sells.

It is unlikely that your sales stopping has anything to do with Promoted Listings. I'm honestly not sure or don't know a good reason to use Pay per Click. What you describe is how Pay per click works. Did you not read the policy page to make sure you understood your different Promoted Listings options?
Seems an expensive way to try and get a sale. According to your sold items, you weren't selling every day. You certainly had some nice sales and Sept. 29 was a particularly good day for you.
Now I personally don't use any kind of Promoted Listings. IDK if I'll try it some day, but so far I don't use it. Your slow sales would however be for some other reason. We all hit dry spells from time to time. It is the nature of internet sellers.
After you cancel the Promotion you are using, try using the Markdown Manager to create a sale. That may get your items a bigger boost for less costs.
