There are rules and procedures to sell on ebay. There are penalties for breaking these rules and procedures. It is your job as a seller to learn these rules and procedures. Learning these things helps you protect yourself and lessens your chances of experiencing bad transactions.

no personal responsibility at all

A buyer saying 'okay' or that 'they understand' does not negate responsibility, or that you did not bring the transaction to an acceptable conclusion (by Ebay standards).
I understand mistakes/accidents happen. I just recently damaged an item packing it myself. The buyer was kind and understanding in accepting my cancellation. But I still got a defect (though NOT a strike for resolution; I always address & fix issues myself) but you do have to be careful. To go below standard, you have to be letting many transactions go awry. It is Ebay's way of separating those who will keep customers coming back, and those who may drive them away.
Personally, I feel it is a good thing. I live on heavy pain meds, so I sometimes have vision issues, sickness, ect. But you have to know when you are able to provide service that meets requirements in spite of health & frailties. It is Ebay's site, so they make the rules. We can choose to sell within those parameters, but we do not get to change those parameters.
Think of this as Ebay giving you a second chance. Yes, it will cost you more money in fees for a while. But it is also incentive to bring your service up to standards; EBAY'S standards. Hang in there. I wish you well.

Oh get ready for the next shoe to drop....I have been selling on Ebay for over 20 years and just last week they told me that i can no longer sell anything on there site..!! What was my crime you ask? well in 2018 I had 5 times that I ran out of stock on a certain item, Yes it was my fault but I have alot of items listed . Well they said that my default rate was under there standared. So i went months with sales and no problems but the default rate doesnt change...It never goes down!!! Forget about trying to talk to Ebay because you just run into the same brick wall everytime..I really dont understand there business model...I always paid my fees every month and had a 98.9 pos. feedback rating but Ebay doesnt care...If i was a major stockholder i would sell because this is happing to alot of people. I really think Ebay wants to eliminate the little guys...you know the people who put ebay on the map in the first place. They want to be like Amazon....The other kick in the pants was that my wife who had her own Ebay account before we were married was also kicked off because they said we were to close!!! And her account was in perfect standing!! So get your account above stanared of they will kick you off too.

IF YOU CANCEL A SELL EVEN THOW BUYER & SELLER AGREE SELLER GET A STRICK
Partially correct. If the seller cancels and chooses a reason that implies it is seller-initiated ("out of stock", for instance) the seller gets a "seller-initiated cancellation " defect. (This is pretty clearly spelled out on the seller dashboard and in policy for anyone who bothers to look) luckythewinner
That may explain why e bay decided to take my top rated status away ,, but not too sure . About a month ago a buyer contacted me and asked if she purchased two items could she get them for a price of 11 dollars each instead of my asking price of 15 dollars each? I agreed to this only on the basis she purchased TWO and I made that stipulation very clear in my reply . So she made an offer of 11 dollars on one item and I accepted it while waiting for her second offer . However she began using excuses as to why she couldn't make another offer . So I cancelled the transaction , refunded her money and called e bay to explain what happened . I was told not to worry about being dinged for this since the buyer failed to go through with the pre arranged agreement and got me to agree to a bargain based on false pretenses . However I don't think they covered me concerning that transaction ,, I can't think of any other reason . Tulips

You're kidding right?!
You, and every other seller can read the policy and take steps to prevent it. You didn't.
Sellers who cancel willy silly drive buyers away. ebay knows this and punishes them for it.
