I have had this happen on numerous occasions and each time it was due to the carrier not scanning the package as delivered when they put it in the mailbox. What I have done in the past is immediately contact the local PO where the delivery was coming from (you can look PO's by zip code on USPS.com and drill down for the phone number of that location). If it is a larger PO ask for the carrier supervisor and have them look up the tracking number and then have them ask the carrier if they remember delivering a package to that location around that date. If they do, the carrier supervisor has the ability to go in and mark the package delivered, although they are NOT required to do this. So it is very wise to not be accusatory but just inquiring about the issue and thank them for their time, especially at this time of year.
I have had about 85% success if I contact the local PO within the first couple of days of the item being out for delivery, about 50% if it is in the first 3-7 days and after that almost No success as the carriers just do not remember or are not willing to put their rear end on the line saying that it was delivered. The key is to be able to describe the package to the person on the phone as that helps them be able to look the item up in their system and see if the address was correct or if the label was damaged so no delivery was possilble, or no scan was possible.
Just what has helped me in the past, hope things work out for you as it can get costly otherwise if the buyers are not honest and admit they received the item.
