Just received an Ebay message.... I'm not sure if this is a good thing.
Any thoughts in this would be appreciated.

Congrats, eIS is one of the best parts of eBay.
You mail your order to an eBay shipping hub (there is one in Illinois) and eBay manages all customs and related details and is responsible for moving your parcel to its final destination.
You are insulated from any hiccups, snafus or bad feedback if something goes awry; any buyer complaints about delays are eBay's problem, not yours. Same if a buyer claims an INR; eBay manages those too.
I've been using it for a couple of years and it works flawlessly.
PS: Make sure you print a packing slip and insert that in the package. That is required by eIS. (Some will say it's not necessary, but in my judgment it's not worth risking its omission.)

Does one know when it is an international purchase?
I do not know anything about exclusions; I let eIS worry about that.
And yes, it will be evident that it is an international purchase via eIS. The label will be formatted a little bit differently:
eIS C/O Name of Buyer
110 Internationale Blvd.
evtn: th6yyes (a seven character code)
Glendale Heights, Ill 60139-2080

You're actually still shipping domestically, eBay takes care of the rest.
Someone in The Netherlands just purchased a computer mouse from me.

@chapeau-noir Are there any negatives to this? It seems advantageous to all sellers. So I'm wondering why "all" sellers are not part of this.

Ebay takes responsibility for the item once they receive it in Glendale Heights. This includes refunding buyers with issues such as Not As Described or Item Not Received out of their own pocket. Thus they do not want to offer the service to just any old seller until they can see some kind of established good sales record.

You will know when you see a yellow my note under the transaction

The only negatives I'm aware of are from the buyer's perspective: it can take longer and cost more than direct shipping in some cases (but not all).
For a seller, it's a really good program. The only reasons not all sellers are using it are either that they're not yet eligible to be opted in, or ignorance of how it works, in my opinion.

I was enrolled also and 2 weeks ago sent out my first order. I just an email from ebay 3-4 days ago stating that the buyer wanted to return the order, didn't tell me why, just said I don't have to give her money back and I won't be getting the item back. It was new still in plastic, so perfect condition. Weird!~

Thank you all for the clarification.
I am now feeling good about being enrolled.
I love this forum.

Because it is NOT advantageous for BUYERS! There is one exception and that is they have the honor of overpaying for slow delivery for an item that no seller is willing or able to ship direct.
If I was to switch to EIS I estimate that I would lose about 50% of my International sales, possibly more. And for the sales I did make through EIS they would not be as profitable.

I'm aware that it can be slower for buyers, but the second part doesn't make sense to me. How would your sales be less profitable when you did make them, by going through eIS instead of shipping direct? You don't have the international fee, and you don't pay fees on the full shipping amount, only the domestic shipping amount, so I'm confused about how it would ever work out worse for the seller.
