Auto pay

Does anyone know how to turn off automatic payment for my auctions? I can't find any options for it in settings. The funny thing is it doesn't do it on all of the auctions just a few. It never used to do that at all, just started a few months ago. When it happens it won't let me send an invoice for that item. Any help would be welcome.

Buyer Rules:

*Require buyers to provide a payment method before they place a bid.

*Require buyers to provide a payment method before they make an offer.

Click submit.

Auto-billing for auctions is likely intermittent since eBay is still enrolling BUYER Id's into forced compliance for those sellers that retain these defaults.  There are still plenty of sellers out there that still don't even know they exist, much less the consequences for keeping them.   It takes both the Buyer ID to be enrolled by eBay AND the seller to keep those buyer rules set to the default to yes.
