I have an item that sold but right afterward the winner bidder sent a message that they bid too high by mistake. Is there a way to cancel their win and let the runner up get the item?

You can't let the runner-up Win, you can do a Second Chance Offer if the bidder has opted into receiving them.

If the high bidder cancels after the auction ends, I believe you can send a "Second Chance Offer" to the runner-up.
HOWEVER, be aware that some bidders might suspect that something shady was going on ... for example, they might think someone was bidding the item up on your behalf (to try to maximize the price) and accidentally won.
