Do other sellers get annoyed by people who send messages asking for measurements, condition of clothing ( even though its stated in the description as "as new condition"),and sometimes even asking for photos of people wearing the clothes. Then they never buy. They don't even send a message back to say thanks for doing that or its too big for me,or too small etc. I'm at the point where Im just not responding to these type of requests. My argument is that you know what will fit you in the more common brands at least . I generally only buy brands I already wear on ebay so I don't need to ask questions of that nature. Do some people do it just to be annoying and not serious buyers?

Some sellers go so far as to block anyone who asks a question.
Last person who asked me a question about clothes asked for measurements of the clearly labeled and listed size medium shirt. Then bought it, got it forced a return on it and asked if I had it in XXL.

Do I get annoyed at people who ask questions (even though the answers are already in the listing) and then don't buy the item?
Yes.
Do I block them just for asking a stupid question?
No.
Get used to it. It's part of doing business.

I rather someone ask me a question (such as measurements) and waste my time rather than buy it and decide to return it, wasting my time AND money.

Size sometimes doesn't matter. I need to know measurements and am annoyed by sellers who don't list them. Every brand is different. If the measurements aren't what I need, I don't buy.

People are gonna do that - it's just part of business. I always answer questions and don't waste my time or brain space about it further.

asking for measurements,
Because especially with women's clothing, the manufacturer's stated size has nothing to do with any generally recognized sizing protocol.
It's fine to put the size in the title but you should have bust/chest, waist, hips at the very least in the Description and perhaps length and inseam as well
condition of clothing ( even though its stated in the description as "as new condition"),
Because "as new condition " does not cover stains, pilling, or open seams and hems.
sometimes even asking for photos of people wearing the clothes.
Well , those are likely to be fetishists.
Especially with stockings and footwear.
Then they never buy.
Well, no because that Size 16 dress has a 34" bust and the XXXL is made for 30x24x32" because the Chinese do not believe how big North Americans are.
Put the measurements into the Description from the get go and you don't get those questions.
you know what will fit you in the more common brands at least .
Oh my sweet summer child.
The chances are slightly better with a higher end brand, but I like Eileen Fisher a fairly popular designer of medium priced clothing. (Skirts run $250-$300 retail, tops $150-$400. ) Yet every garment I've owned in that brand is marked a different size.
It's vanity sizing and it is bloody annoying.
If you are buying disposable fashion from China, it's necessary to order at least three sizes larger than you think you wear.

Understand that many times, your customer might be the person trying to push the door. Other times, that person might be you. Just answer the question. If it gets to be a back and forth thing of questions. Decide if you'd rather just block them. Can also just ignore the question too.

Have no issue with a "shopper" asking any question about my listing - it is better than not showing any interest at all. Providing the info. is no guarantee they will buy it from you but the might. This just goes with the selling game.
Not responding is most likely a guarantee they won't.

My advice to you: Use stock photos among your "real" photos. Most stock photos will have models wearing the clothes.
If the buyer asks tooooo many questions about the clothing item, I copy paste the description in my reply to them. If they don't buy, no biggie. Somebody will buy it.

It is best to include the measurements and material content in your listings. It will help in eliminating the constant repeated questions. I would also note any issues if an item your selling is used and not just state 'see photos' like some do.
A little extra time spent creating your listings, will save you time and buyer issues / cases.
I have blocked a few buyers who were just asking too many questions. I felt I was being set up for an open case. The last person I blocked had a history of leaving neutral & negatives to sellers.

Please go ahead and tell me what manufacturers or retailers list individual measurements for each garment? I’ll wait…

Questions don't bother me. Sometimes I'm amazed they ask what they do, but I understand that buyers looking on a phone don't always easily find the details.
One thing I'd prefer not to get is the follow up thank you. It's not that I don't appreciate the pleasantry, but any message from a member creates a certain amount of anxiety in me. It's crazy but involuntary, until I read the contents my brain automatically registers "problem".

you are correct!
Phone buying is a real issue. People just look at photo and price and click buy. I have some stuff that is pick-up only and I get bids / offers from people who are nowhere close to me. I had to block a few because they keep sending offers. They don't even read my message when I decline. Just recently someone bought someone an item that was pick-up only. Sent message asking me to cancel and relist because they want the item shipped.

If you need an 18 x 8 thing, and I don't have the measurements listed. You should ask for measurements before you buy, instead of after I'm eating a shipping cost there and back.
If you ask, and it's not 18 x 8? Just move along. No need for more discussion. We could talk about for a few days, but that's not going to change the dimensions.
Even if you ask me something that's clearly stated in the listing. I'll answer. I might copy and paste the entire description though.
Now, once you hit the third or fourth question? I'm probably going to block you.
