eBay UK apparently recently instituted a sort of mandatory 2-factor authentication verification process. Many users were required to receive an email, text message, or phone call to be able to complete the sign-in process to their eBay accounts.
Users with old or invalid email and phone numbers found themselves unable to sign in to eBay at all. And many of the usual "Contact us" links now only work when users are already signed in to an eBay account. Users not signed in who tried to contact eBay were directed to a sign-in page.

eBay sometimes tries out various changes on other sites before implementing those changes on ebay.com.
Now might be a good time for users on ebay.com to verify that their contact details are up to date.

That could indicate a problem at eBay preventing those messages from being sent, a network issue between eBay and your email provider, a problem at your provider's end, or a filter of some kind affecting what messages you receive, or a change in your notification settings or your email address itself.

Assuming you didn't change the e-mail address on your account and you weren't hacked @dval9961 ...
First check your communication preferences on this page.
https://commspreferences.ebay.com/commsprefs
Second check your e-mail's SPAM folder.
If neither of those paths solves the issue then it's likely something caused in the communication between eBay and your email server as eburtonlab outlined above.
