I'm not much of a watcher so not exactly sure how the notifications are sent. If I have a BIN item with a couple of watchers and the time limit is up and I relist it, are the watchers notified that it has been relisted? Also, if I lower the price while there are watches, do they get notified of that? I normally will send some offers on watches but have had several occasions where if I didn't offer at least the price ebay was telling me, it wouldn't let me send an offer.

If the original item is still on their watch list, then it will show that the item is relisted, and has a link to go to the new listing.
There is a site preference for notifications that a potential buyer can opt into. The default is no notifications about price changes or relisted watched items.
Not sure what you mean by "a BIN item with a couple of watchers and the time limit is up and I relist it" since fixed price listings do not have a time limit.

On all of my BIN items they are only up for 30 days and then they are renewed. I guess I haven't paid close enough attention but do they keep the same item ID number then?

Fixed price listings roll over once per month, on the same date that they began (September 19, October 19, November 19, etc.). This is a continuation of the same listing (not a relist), so the listing number stays the same.

Thank you! I didn't realize it kept the same number. I was assuming it was treated like a new listing.

But they get buried in the search for the item as they sit there longer and longer.
