I just recently wanted to start selling on eBay again. I used to do this years ago and have a great rating. Why is eBay only allowing me to list ONE ITEM A MONTH!! This makes me want to take my business elsewhere!!

I can understand the SHOCK you felt when you discovered this. But relax, this is actually a good thing. What Ebay does when a selling account is dormant for a long time is the significantly reduce the selling limit. It is a security thing because dormant accounts are ripe for being taken over by the bad guys.
So all you need to do is contact Ebay and get them to fix this. It should be easy. I would suggest Twitter or Facebook for the best assistance.

Also make sure you are signed up and verified for Managed Payments or you will just start selling and won't be able to get your money.

There are two limits to listing - the first is the number of items listed (not the same as the number of listings), the second is the sum total dollar amount for all items listed and/or sold during the calendar month.
For example, most new sellers get a limit of 10 items and $300 - could be different as I haven't created a new selling ID in a long time, but these number work for this example. So 10/$300 are the limits. If you post one listing with a qty=10, you've used up your 10 items and will not be allowed to post more. If your fixed price for your listing is $50, you'll be restricted to 6 items (6 x 50 = 300). If you sell one of those six, you are still at the same point -- items sold are counted along with items listed for sale.
If you had a selling history, you should be able to contact eBay and get your limits bumped rather easily. It depends on what they are going to want to know from you to ensure you are you and not someone else posing as you to re-activate your account for nefarious purposes.
Like most things on eBay, it's not really cut-n-dried -- and there are hidden limits that eBay has admitted to that amount to 'throttling', restricting the velocity of your sales by day or month. There may also be restrictions for certain categories - again, hidden and not available/viewable to your average CSR. Trust & Safety uses these for site & seller protection. New sellers can easily get in over their head and not be able to ship or otherwise fulfill orders - so they are limited to help them get a feel for the work involved. As their feedback grows, they can request increases (there's a link somewhere on the site) - first request will likely require you to call in and confirm you are indeed a human and not a bot working around eBay restrictions on a human. After that first call-in, subsequent increases can be requested as frequently as once a month.
It's a hassle, yes, but it doesn't usually last for long. It just feels that way. 🙂 Contact eBay, see what they can do, and keep moving forward.

If you haven't sold anything in a while you are considered a new user.
New users have limits.

I was also considered and treated as a new user but do have to say that your restriction of one low cost item is shocking
My limits were much,much higher

It is a bit different for sellers that are returning after an extended time away. In order to protect their account from those that would target it because it was dormant for a long time, Ebay puts an added security on these accounts to lower the selling limits so low that no one can really do anything with it until they contact Ebay.
I'm unsure as to why Ebay doesn't just set the limit to zero, but what is happening to the OP is an added level of security they can get resolved by contacting Ebay.
