A potential buyer sent me a message today with a screenshot of their phone app showing my listings as having free shipping. However, all of my listings are set to the buyer paying for shipping. Has anybody else experienced this bug? Is there someone at eBay I should be submitting this to?

There's no need to contact anyone. You have 'Free Shipping' for 'Local Pickup' so that is what the app will see.
Either get rid of the local pickup and explain to this customer and anyone else that the 'Free' is when they pick it up although 99.999999% of ebay business is done via 'shipping' as most people don't live close enough to make it worth while.

Ugh. That's misleading. But thanks for the quick reply.
I get where it can be consider true, but local pickup is not shipping. So although "free", the shipping part of the phrase is just wrong. I emailed the customer, but I sure hope I don't have to explain this a lot. I live in a metro area with a decent gaming community, so local pickup for board games that can be heavy seems like something I don't want to turn off.

I remember this bug surfacing a couple of years back, something like that, but I thought it was fixed. I can at least say that I viewed your listings on both a desktop PC and via the mobile app on my phone, and do not see Free Shipping on any of your listings. (I do see the Local Pickup option as well.)
