That artwork is of an anime character by the way, if that info is useful. I have no knowledge of magic cards.

You would be correct. That is another image printed on top of a real Magic card. You'll find these a lot with Magic cards, some are done by amateur artists that hand paint over them to expand/alter the image and some are like this and just printed over with various themes. A lot of the mass printed ones I've seen appear to be from legit companies but I'm not sure how they deal with copy rights and stuff. They are definitely not tournament legal in either case.
