Every time I try to buy a shipping for ups I get a error message, if I ship for more with USPS or FEDEX it works.. I'm baffled .... any thoughts?

What are you shipping, what is the size and weight of the package and what class are you using? What is the error message exactly? I seldom ship with UPS or FedEx but when I do I never purchase the labels through eBay since they are subject to unilateral charges by the carriers. The price you initially see and pay is an estimate only.
If and when I ship with UPS I use Pirate Ship which has protections from unilateral charges by the carrier and their rates are about the same discounted rate as eBay and on occasion more.

Thank you for your response, I appreciate you taking time to do that. It was just a standard we've reached a problem trying to generate your shipping label. It was only with UPS and I just tried an hour later and it worked. so I'm unable to pull up the message. However what you pointed out with using Pirate ship is defiantly something I will look into as I've seen plenty of "adjustments" after the fact that has really sucked even with careful measurements and scale.

That seems to be a product of eBay, that just passes them to you. Never had that issue with PShip, and if I recall correctly that was one of their selling points for using them instead. I would indeed recheck their polices to be certain. I use it for UPS, but since I have to take my prepaid parcels to a UPS store anyway, I always get a "receipt" that shows size and weight just in case.
Does eBay provide any way to contest a UPS upcharge after the fact?

As long as you have the size and weight correct when you purchase/print the label Pirate Ship does still offer protection against any surcharges.
Does eBay provide any way to contest a UPS upcharge after the fact? Not that I am aware of and several sellers have been caught off guard by the unilateral charges. Unless they are paying close attention they may never even know they have been hit with one.
