Not going to link the listings because I'm sure that violates some rule or another. I've noticed several listings using the same images of much larger quantities of the item being sold, with way overpriced much smaller quantities in the purchase dropdowns and it isn't uncommon for the listing title to outright lie about the item being sold. This style of listing seems to be heavily exploited (it reminds me of the sketchy scam listings on wish) by baiting people in with a reasonable price for something then once they try to buy the advertised item by selecting the dropdown it's "lol actually that price was for another thing entirely". Not sure why ebay allows bait and switch listings like that but I'd imagine they're acceptable given how common they are and that the tools to create them exist. I guess that's another discussion, point is the people making these listings are clearly misleading buyers on purpose.
I tried to report one of these listings a few minutes ago and can't seem to find a "misleading images" option, or even a misleading title option. Is there really not a rule violation here? If somebody listed (just an example, not the specific issue I tried reporting) "packs of six 8 oz cans of soda" with an image of a six pack of soda, then the listing itself is for a single can, how do you report that? How do you report a listing that advertises a particular price, then consistently has one of the dropdown options "sold out" and every item actually being sold priced much higher to game the price sort algorithm? I see TONS of blatant scam listings and it blows my mind there doesn't seem to be any way to address them.

I come across that all the time and find it annoying as can be as it wastes my time. It should be a report-able issue. It is in listings that have variations where for example you can the listing headline will be for a box of 50 widgets for $5. & when you get there and select the color you want in 50 widgets the price is actually $50, but you can get one widget holder for $5.! There have been times I can not even find the item listed for the presenting price at all. Or as you said, those were all sold out! I have done items with variations and can see how a seller could upload the listing in an acceptable rule following way, but then go in and edit the items to have that happen by design.
I don't know that ebay cares about the bait & switch problems particularly as their algorithms could catch these scams. I imagine you could report the listing as you would any other and just check back in to see if they actually addressed it with the sellers.
I would certainly be curious if someone actually bought when lured in to a listing this way. I never have. Even if I thought the higher price was reasonable for the 50 widgets, I don't appreciate being lured in with a scam. It reminds of years back (I see it only rarely now) when people sold a lot of items with a "reserve" auction. An item would appear to have a low opening bid price and when you went to it, there would be a reserve price. Oftentimes people who were trying to catch attention with a crazy low price on pricey item would actually list what their reserve price was so that hopefully you would start there.
Ebay also used to stop people from listing the same item in 20 different listing and insist that if it was the same thing that you could list with quantities, but I now see plenty of listings where some people have quantities of the same thing so it prevents you from finding the seller you might prefer to buy from as you have to look through all the others to get there.

No, Ebay will do nothing. There are many scammers out there with misleading listings. I hate it as I am sure others do to, but all you can do is hit the back button. Those actually buying the item and getting scammed will have to deal with it.

Yes. It is annoying. Bought a case showing loads of clothing in the case. No image of just the case was shown and the item did not include any of the clothing or accessories. I think the seller will accept a return, but it is a total waste of my time and energy. Sellers, please show photos of what you are actually getting. The items might look better with stock photos, but it is, in my opinion, a deceptive practice and a waste of my time. I do not think this person was an intentional scammer, but it helps to see photos of what you are actually buying.
