Another question about the current promotion offer of 20% off FVFs on items of $50 or more

This might be a stupid question, but I'm not sure if the 20% off final value fee offer that some sellers just received applies to items that sell for a TOTAL of $50 or more, meaning sales price including shipping must be $50, or if the $50 has to be before shipping is added.   For example, if I sell an item for $45 with an additional $5. for shipping (for a total of $50), would I get the 20% FVF discount?  I wish ebay could make this all clear in its offers!

From what I've seen on these offers, shipping usually isn't included. Same as when they have offers for buyers, the amount you need to spend to qualify doesn't include shipping
