Is this a scam? The buyer has made me an offer and the offer says $12.00 + Local Pickup? However that buyer is in the united states and I'm in Canada.  Are they trying to avoid shipping charges? Or is that just what the offer always says? I'm new to ebay.

That's odd as someone with a US address doesn't even have the option of choosing local pickup on a .ca listing.  I would check with the buyer to doublecheck where they are located. They might be in Canada but may sometimes use a US address.   I don't generally get offers but I wonder if the offer screen is showing you the same shipping info thing that it is showing the buyer.

Actually you do offer local pickup for Canadians.  If you don't want to do that, you need to take it off of your listings.

 

I would also suggest that you take Canada Post regular parcel off of your card listings as a shipping option. Since you have it first on the listing page that is what buyers are seeing rather than the expedited lite option that you show after that. For example, the Hamilton card shows me on the search page and on the listing a shipping cost of almost $18 to Alberta.  If I scroll down to the shipping payments tab it also gives me the option of expedited lite for under $8 but most Canadian buyers are not even going to click on the listing when they think they have to pay $18 for shipping.  Note that expedited lite can only be used for certain items under 200 grams.  To see what I am seeing, click on view listings under your name on this forum and you will see the price that buyers see for shipping.

 

Many Canadian card sellers will use lettermail within Canada to send their items. But that is up to you as their is the risk that the buyer will say that they didn't receive the item.  If their is no delivery confirmation showing that they did, you will have to refund.

     Difficult to say but touch base with the offeror. There could be a lot of situations a couple of which include. 

 

1. Offeror could actually be in Canada at the moment. 

2. Offeror could have somebody in Canada that is going to pick up the item for them. 

 

     As long as the offeror knows what they offered this may be perfectly legitimate. They could have also made an error during the offer process and do not realize they are doing local pickup.
