Recently, I have best offer on cheaper cards I sell as an incentive to buyers purchasing multiple cards as I pass the money saved on packaging and shipping fees right to them. I state this in the listings, but it seems buyers don't care or don't read this as they will send offers even if purchasing just one card.
For example I'll have a card for 1.49 but offer fifty cents off via best offer since that's around what I would save by combining cards in one standard shipment.
Some buyers love this, others like I mentioned don't realize or care and send offers for one dollar anyways.
What's a better way I can go about this, as I want to pass savings onto buyers via offer, but I also have prices at or near the lowest on Ebay, so I'm not trying to negotiate either. Any help is greatly appreciated as I'm still fairly new as a seller on Ebay and admittedly, I'm learning as i go.

You are using Best Offer correctly. Which is to say, you're offering it to do something YOU find to be beneficial to the buyer, and also save you a bit on handling time, packaging and shipping.
You are also correct in that a pretty sizable minority either don't notice, or don't care. They're busy multi-tasking on their IPhone, messaging their friends, DMing the kids, doing the grocery shopping online, using the maps app to get them somewhere, and all of the other tasks some people take as normal. Almost no one sits down, performs a single task, optimizes that task, and then moves on.
YOU do what's best for YOU. If some take advantage of your offer, great! If they don't, I wouldn't assume they are missing some detail you offer.

Best offer is not meant for multiple purchases so I don’t think you are going to get the result you are hoping for. If you want to encourage multiple purchases there are other tools that you could use.
For example, you could set up combined shipping rules so that the buyer automatically saves on shipping if buying items from multiple listings. There are also ways to set up promotions such as ‘save 20% when you buy 3 or more items’. (Volume pricing) I’m not that familiar with the different store promotions available but others should be able to give you more concrete info.

If I was you, I will not pass the savings to your buyers. I will use that money to pay for shipping supplies, and for gas.

I didn't notice earlier that you have the majority of your listings as free shipping so volume pricing would probably work better for you.
