To ensure success for our sellers and create a safe marketplace, eBay places various limits on accounts based on the average volume – either items or dollar amount - they sell.
You’ve reached your limit. If you’d like to sell more, call us to discuss the possibility of increasing your limit.

So when editing a classified listing that is current or active, or even when I edit a listing good to cancelled and I try to change the amount from 0 to even 1, I'm getting an Alert Error above. Is anybody else getting this problem?
SEE BELOW ON LIMITS: I have 383 More to List and $18,131 Available towards $20,000 Limit
17 listed and sold / 400 limit on quantity of items
$1,868.01 listed and sold / $20,000.00 limit

So I spoke with Customer Service and it seems the fix for this Alert Error I'm having that won't let me revise or edit any listing was to INCREASE MY LIMITS to 700 ITEMS. So I will go to edit or revise a current listing and will then reply to see if that did indeed fix the issue. I'm off to lunch first. 😉
