In the General Campaign, fees are usually deducted after the product is sold as per the fixed percentage. However, when I ran a General Campaign ad, $4 was deducted per click, which was unexpected. why?
If you chose "promote store or promote offsite" then you are charged "per click". I would double check your ad campaign to see what you are enrolled in.
