EBay should have sent you some information as to why you were restricted. Are you just restricted in some fashion such as item value or are you totally banned? Not unusual for sellers to get suspended for policy violations but generally buyers are not restricted. Some details missing in your post.
If you were a seller in a past life and there were issues it affects your privileges for life. It doesn't even have to be you, just somebody using your ISP; husband, wife, brother, sister or even a roommate.
