I dont understand why ebay is holding almost $1000. Of my money
My account was "restricted" and they canceled auctions I had going. They've kept this money for over 2 months. I have 26 sales and 99.9% positive feedback (one neutral). No customers have complaints or issues. At first it was because I had a postage underpayment of 3.90. Now, they wont answer me. My funds are "available" no holds, no processing etc. Plz, **bleep**?

At first it was because I had a postage underpayment of 3.90.
I've never heard of an account restriction for a postage underpayment. Any other messages from eBay at all?

Did you have your checking account set up and successfully receiving payouts to your bank before the restriction was imposed.
Did the ebay message about the restriction ask you to provide any documents or info to confirm identity or anything?
I would look again at any messages you received from ebay.

There's more to this story than you are telling us.
eBay doesn't restrict you for postage under payment. I had an underpayment for postage a few times and was never restricted.
I'm going to take a wild guess, you were asked to submit proof of ownership of the 2 iPhones you sold in February and didn't provide it.
You also have feedback stating items weren't received that neutral is a complaint of non receipt.
Both of those can cause you to be restricted especially if the buyer stating they didn't receive it opened an INR case.
The number of sales and amount of feedback has nothing to do with being restricted.

"To protect our ebay community.....will be on hold until we make sure there are no issues with customers...."
I had one return that must've broke during shipping but I refunded his money with no questions asked and said he could just keep it since shipping $$. (It was a handplane for woodworking). Now truth be told I used choice words with ebay. I need that money and for it to just be held seems criminal.

The iPhone I had to take down twice because it was shady twice. Send overseas, change address, ship b4 money was secured etc. So that burned up a few weeks. Final buyer said everything is fine and left positive feedback. The phone was legitimate. And yes I had a hospital stay that was unexpected and was late on sending a couple items.
Idk. Im not trying to seem boastful or imply im perfect. But everyone I've dealt with is happy. (Minus the one fellow you mentioned.) I'm new to this and things will smooth out.
So you don't have an answer? I mean, doesn't it seem wrong?

There can be a variety of reasons why this is happening. I can however assure you it was never due to that $3.90.
We could better help you if we could see the email or emails Ebay has sent you. Black out any personal info. But if we could see that info it would help us zero in on the issue at hand.

You said you had to "take down" the iPhone listing twice? How did you go about doing that? Was it an auction you ended with bids on it? Or did you cancel an order that was placed, and if so, what reason did you choose?

Not sure who you are referring to as "Mr. Bookseller guy", but the questions were asked because they are important. They are not asked because someone thinks you were "criminal". Name calling is never necessary. Remember you came here asking questions and needing some insight.
So maybe a little step back and realize no one here is trying to harm you or make you seem something you aren't. There are many reasons a listing can get ended, so knowing how it happened can sometimes help in zeroing in on the issue at hand. But for some reason you jumped to some pretty harsh comments.
Account restrictions come with reasons. We are just trying to help you figure out what those reason or reasons are so you can resolve your issue of your funds being on hold. There was more to the email you got than "To protect our ebay community.....will be on hold until we make sure there are no issues with customers...." and that is what we need to see. The parts in the ....'s.

It is possible you are dealing with two separate issues although they may be connected. The funding holds are in place for no other reason than to protect eBay's posterior and as eBay notes in their policy they generally hold funds for a max of 30 days but in some cases may hold for longer. They should have given you some indication as to why the funds were on hold. You may need legal assistance to actually get the funds released.

As for the account restriction they should have also provided you with some explanation as to why your account was restricted. Often that requires you to provide them with some additional information regarding the items or you were restricted due to issues in your performance metrics. Feedback is NOT used to assess seller performance so it is pretty much useless. You need to take a look at your seller level ratings, which nobody can see but you, and see if there are issues. If any of the following are greater than 0%, other than the tracking uploaded and validated on time, that could potentially be the source/cause of the restriction. The following is from the eBay policy on seller standards.
If your account has been evaluated as Below Standard for more than 2 consecutive months:
- We may downgrade your Store to the Basic level
- We may place selling restrictions on your account and related accounts, or restrict you from registering a new account
