Is it okay to sell different categories on eBay

You can list in different categories as long as they match the item. You can even list in two different categories with the same item. 

For example; I have listed a sea shell in home décor and collectibles at the same time.

Yes.  You can sell power tools and women's underwear.

You're from Sri Lanka.

You can list in whatever category is applicable for your items, however getting paid might present a challenge, since Sri Lankans cannot receive money into their Paypal accounts, they can only spend.

Heard that before, then they come a couple weeks later wondering why their account was shut down.

Dropshipping from China doesn't really count as having warehouses.

Being from Sri Lanka, you have an approved Pay Pal account for sending payments, but not receiving them, unless you use a fake address..
