I asked a few questions about Puerto Rico in today's chat-https://community.ebay.com/t5/Weekly-Chat-with-eBay-Staff/Community-Chat-July-8-1-00-pm-PT-General-T....
I looked at my last couple orders more closely and can see what I think might be causing the issue from my first question. I wanted to get you this additional info in case it helps with getting this sorted out.

This order shows as domestic. Country/region specified is United States-
This order shows as international. Country/region specified is Puerto Rico-

This issue has been present for YEARS, for YEARS, it's been reported multiple times for YEARS. If the buyer has Puerto Rico for the country it defaults to an international shipment and nothing the seller can do will change that.
eBay simply needs to remove Puerto Rico from the list of valid country names and the issue would vanish. Easy fix, not expecting to happen.

@dtexley3- It becomes a potentially bigger issue now though because the programming issue shown above could result in higher payments fees.
brian@ebay wrote:@coffeebean832 my understanding is that Puerto Rico should show up as domestic, yes. If you can get some examples of it showing up as international and some as domestic then I'll be happy to have it looked into.
Brian- I'll e-mail a few item numbers. Please see above for screenshots. Thanks.

Also- we really need a filter in seller hub to show international sales.

Exactly this ^^^^. I’ve noticed this ever since I started making postage online... about what 2005? I’ve mentioned it years ago back then. Some buyers enter PR as a country, others use USA. That’s the cause. But it sort of took a backseat to all the other more pressing issues ebay had to deal with. But now I see your point about more fees with MP. This issue has shot up to near the top because of MP. And I do get a lot of PR sales.
My guess is that eBay has this redundancy because back when PR wasn’t a US territory, ebay only had PR listed as international. And when it became a US territory, in 1917, ebay added the option for PR as domestic and forgot to remove it from international. 🙂
Just be lucky Hawaii is listed as domestic.

I’ve also been asking this for years. Why ebay decided to remove filters with the current Manage Orders page, I’ll never know. It’s like an episode of American Ninja Warrior where they just keep adding more and more obstacles to only leave one person still in the game.

If it is listed as another country, I don't receive payments thru PP.
If it is listed as domestic they go thru with no problem.
This is such an easy fix for eBay.

I've gotten a TON of orders from Puerto Rico lately and the addresses are so screwed up.

They are always like that. Get used to it if you continue to make PR sales.

It's not just Puerto Rico. I see the same issue with all US territories - I'm looking at orders to Virgin Islands and Guam right now that are marked as international because of the Country field.

Do you think it is a failure of our educational system?
Like, well it isn't in this list of states, it must be international.

As I mentioned on the chat, my experience is that PR sales always appears as an international sale and has as far back as I can remember. However when I go to print my shipping label through Ebay, all is good. It is domestic shipping rates. I have never had international rates show up when going to purchase a label.

Wait, is this a test ???
OK so prior to 1917 Ebay had PR as international because it wasn't a US territory, per what you said above. The after that Ebay changed things to have PR as domestic. But Ebay didn't even get started for some 75+ years later. 🤣
Sorry I couldn't resist. I got a good laugh out of this. I had to read it a few times, but I still got a good laugh!!! We need all those we can get these days. 😄
