A winning buyer ask for a cancellation

After waiting for a week willing to sell an item the winning bidder ask for a cancellation.  For what i have read there is an implicit obligation of the bidder to pay for the item, or not??

Although it is very upsetting to have a bidder do this, you will be better off cancelling the transaction and relisting the item. If you force the sale, they may go ahead and pay for the item but could cause you problems when they receive it or may not ever pay for the item and then there would be the delay in opening an unpaid buyer case on it and waiting for it to close to get your FV fees back before you could relist (which would delay the most important thing...getting paid). Ebay has become very generous allowing people to not pay for items won. Like I said it is upsetting but the best thing to do is to cancel, relist and not think about it any more. Good luck!

Yes, there's an implicit obligation. But you cannot force the buyer to pay for the item.  

 

You can choose to go through the unpaid item claim process, which takes 6 days, or you can just go ahead and immediately cancel the transaction, citing "buyer request".  

 

Filing the unpaid item claim not only causes a delay in relisting the item; it also puts you at risk of having a reluctant  paying buyer who then decides to return the item, sticking you with postage both ways and an even longer delay.
