A return error 25713 - This Offer is not available when call API to get inventory offer by sku

I try to use API https://api.ebay.com/sell/inventory/v1/offer  with sku in payload, but it returns error {"errors": [{"errorId": 25713, "domain": "API_INVENTORY", "subdomain": "Selling", "category": "REQUEST", "message": "This Offer is not available."}]}.

I have checked my listing on ebay, it has been ended. So is it the reason to return error when call that API?

Anyone can explain the reason, thanks

It would stand to reason, if the listing has ended than no offer can be created.
