This afternoon, Sat., 02/11, I received a request for my full 9 digit SS#. The address was www.riskremedyweb.ebay.com. Is that legitimate?

The minimum reporting threshold for 2022 has been lowered so more people will probably get notified to confirm compared to prior years, once they meet the threshold. Based on @lacemaker3's response above, especially with "ebay.com" at the end of the URL, this should be legitimate and anyone at or exceeding the threshold will undoubtedly getting an email at some point.
I'd probably try to find where in your ebay preferences to update it, and not click on a link in an email or message - even from ebay.
Totally agree with NOT clicking on a link in an email. While the location of your SSN in your profile is not that hard to find it is one of those fields that you cannot edit and have to get customer support to assist with.

No, it was not from eBay. Contact eBay directly. eBay would never ask you for your SSN via email. They will ask you to update your profile with your SSN, but they will never ask you to send it to them in an email.
Another good indicator that it is a scam email. EBay will probably never ask "you" to update your profile with the SSN. If you try you will get the following informational message.

Other people have it – this is a **bleep** third-party company that works for eBay and verifying credentials. EVERY TIME you change anything on your account you will probably trigger this now. I updated my bank account information as requested, and then had to update my phone number six days later, it reset the entire **bleep** process. They are sitting on more than $1000 of my sales, I’ve called THREE times now. This is utter bull**bleep** that’s only meant to protect eBay.
