Why should eBay get to decide a 5% minimum for sending an offer? There should be no minimum, and I should get to decide, not eBay. Anyone else agree?

It does seem strange eBay won't let you make a 1-4% offers, but eBay will let you pay a 100% ad rate.
That makes no sense to me.........totally different actions

I think what percentage offer is "good" and what is insulting is going to really depend on what sort of item it is.
5 percent off your average "vintage" thrift store find, nah, that would never sway me.
However things like collectible cards have very exact going rates tracked to the penny, updated daily on various websites. A 5 percent offer on something like that which was already priced correctly is going to make that item the cheapest one on the internet. I never send an offer better than 5 percent on Pokemon/Magic cards. Although I will often do 10 percent on non-gaming cards with less well defined values.

No, because a 5% discount is already so silly tiny I wouldn’t lift my finger and tap my phone to get it.

This is something a lot of people have a hard time realizing. Not everything has a cost basis of zero.
I sell collectible cards. I generally pay people 60 percent of the market value on cards worth more than $3.
On a $100 card that means I paid $60 for it. $40 left. Pay ebay $13 commission on the sale. $26 left. Eat $3 on the shipping because they won't let you ship expensive cards in the 53 cent envelope. $23 left. Buyer bought it clicking the 2 percent ad. $21 left. 1 percent allowance for lost packages and customer fraud. $20 left. A 10 percent offer cuts the profits on the item in half.

If you have to offer under 5%, hell even 20% in some cases then you need to change your strategy. I offer 25-30% consistently and 60-70% of the time results in a sale. Why do you care? It's not a big deal, stop complaining & start listing.

I agree with the many: Sending an offer for anything LESS THAN 5% will net Zero results.

It's not the actions, it's the consequences. We both agree it makes no sense, just for different reasons.

That's your decision, I am just looking at it from a sellers perspective & the ongoing struggle & cost to sell online

Correct, although I don't source my inventory by going out and offering 60 cents on the dollar on things that are actively for sale. When people send me offers like that I usually respond with something along the lines of "I'll buy up to 50 of them at that price if you have them".
People who want to unload their cards for cash sell them to me. The cards stores will usually only do 60 percent on the absolute best stuff and I do it on most everything so the number of local people who bring me cards keeps going up. Same basic Pawn Stars / Pawn shop type of thing. I buy their stuff, they don't have to sell anything online, don't have to try to find local buyers, and get rid of everything at once.

@comics_from_mars I have used the Send offer feature on older listings that I am ready to move off the site so I have not even noticed the 5% requirement. At some point if they don't sell for the offer I send they get moved to a different venue ... I don't use the Send offer feature as a normal way to Sell on eBay but I suspect some Sellers do.

@comics_from_mars : Back in 2020 you announced you were leaving for this same reason. Why did you decide to stay back then and start complaining again now?

It is a lot when you sell comics for a lot of money. That seemingly small 5% can add up.

Again, as I said in my previous posts, it's a lot when you sell really expensive items, especially over $1000.00 or more. I should decide, not eBay.
