Use No Returns. Less headaches with ridiculous returns but you will get more snads

There is not a solid answer to your question as there are many variables. What category you sell in, what quality are your items, are the new or used, etc. Some categories are just more prone to returns than others. So what may work well for you may not work as well for another seller. You just need to take the time to test things out for yourself. But first make sure you really understand your choices.
An informed decision is the best way to go. As a rule of thumb, customers like a return policy just in case they need it. But again, you need to work within your own category or categories you sell in and test what may be best for you.
No Return Policy = If a buyer files a proper Buyer's Remorse return request the seller can choose whether to accept this return request or just deny it. This is the ONLY return policy that allows this. The buyer would be responsible for the return shipping and when the seller goes to refund the buyer they can withhold the original shipping if it was separately stated on the listing. If they offer free shipping, they can not withhold anything for the original shipping. If the buyer files a SNAD, even if it is incorrectly filed [buyer picked a less than honest reason], the seller has to honor that return request and the seller has to pay for return shipping.
30 or 60 day return policy with Buyer Pays Shipping = The seller has to honor a Buyer's Remorse return request. is supposed to somewhat boost your search visibility.

30 day returns have increased returns for us. Sales have dropped a lot also. So more returns and less sales is what 30 day returns have gotten us. Best regards

A few posts back I explain the different return policy that Ebay allows for its sellers. I also understand what you are saying that no returns does not mean no refund.
However are you suggesting that if you have a no return policy that you can't require a buyer to return an item before they get their refund? If so, that isn't correct.
If you have a no return policy and a buyer files a SNAD, it gets processed just like any other seller that does state a return policy. The seller has the ability to issue a return label to the buyer and get their item back before they need to refund the buyer.

what i meant was /is, some sellers think that if they have a no return policy they do not have to issue refunds.
