I do not own a store and I have 250 free listings per month. Is there a way to increase this amount?
If not, what is your suggestion on avoiding the fee? Do I end items that are coming close to relisting?
Any advice is appreciated.

250 is the set amount for free insertion fee listings.
To prevent going over 250 don't use variations or have a quantity of more than 1. Keep track of automatic relists like Buy it now listings that renew every 30 days.

You can set up several accounts with eBay and each account will net you the 250 free listings. The only requirement to open another account is to have a different eMail. Each new account will have the New Account restrictions for a time.
Opening a second eBay account
You can open more than one eBay account as long as you use different email addresses and usernames for each additional account.
All you need to do is sign out of the account you're currently using, go to the Registration page, and follow the steps above to create a new account.
Be aware that you can't use more than one account for activity related to the same listing. For example, you can't bid on the same item from multiple accounts or bid on an item you're selling from another account. You can find out more in our Multiple accounts policy.
If you want to move an email address from one eBay account to another, you'll need to remove it from the first account and wait 60 days before you can add that email address to a different account. Learn how to change your email address.

Variation and multi-quantity listings only count as ONE listing.
You are thinking about Listing Limits which is a different thing that Listing Fees.

Buy into a store, sell more or don't just don't have any more than 250 active listings - you have 303 right now. There was a time when eBay didn't have any monthly free listings - ya' paid for every listing and the listing cost went up based on the selling price and your only received one "free" picture, then they provided 50/month free with 12 free pictures & then got very generous with 250 free/month - yeah there were random free listings promotions that lasted about a week - some times auctions only some time fixed, some times both but not every one received them.

The only way to increase the amount and even save on fees is if you subscribe to a store. I would highly recommend you doing so with the amount of stuff you list now and potentially in the future. Now if you don't want to invest in a store then like another helper said you need to make sure you manage the listing right so they don't automatically renew and go over your limit. That amount can be high an way over the amount you could save if you have a store.

Are you aware that you will still have the FVF, whether or not you have a store?

At one time once you went through the initial 250 free listings eBay on occasion would send an offer/notice for xx number of additional listings. I am not sure if they still do that since I have not used my initial 250 in quite some time.
As stephenmorgan noted probably the easiest way is to open a second account which a lot of sellers seem to do. A lot of times I bundle items to reduce the number of listings I need and it helps with sales on occasion.

First of all - WOW!! Congratulations on 177 sale in nine months, let alone 127 in last 90 days ... Especially considering what you're selling -- WOW! Going start buying those shells we always pass by.
That being said, we were also going to say open second account - and still are saying that - and then only list 'these' categories on one and 'those' on the other, but you only sell one thing.
So now say: Only list the 250 max on old ID, leave the 50 plus as replacements for sold item, and list all new items on new account to start.
If Turbo lister was still around you could easily move those 50 plus to new ID. Now moving them would cost money or lots of time copying/pasting.

If I were you, I would purchase a Basic store for $22/mo (yearly subscription, 1k free listings/mo) and really establish your presence here as a go-to for shells.
I think your sales volume and the way you present your listings justifies that at this point, assuming you intend to keep listing at the current pace.

Opening a second eBay account
-----------------------------------------------------------
There's the answer from stephenmorgan.
@rayd8ter For years I used a second selling account.
I sold different types of items on each account, but still very doable for what you sell.
Same checking account can be attached to multiple accounts.

Buy a store subscription, and raise your shipping to $4.95 to pay for it.
My stuff is the same weight as yours, under 4oz, and I charge $5.95 for shipping all day and make a buck or two off each one.
And, THAT will pay the rent on your store.

All great information and direction.
Is a business license required to open a store?
How does this impact taxes? I am on social security and am selling shells that were left to me by my dad.
Maybe be too much to ask, so I apologize.
Many thanks for the replies to my post! Have a great day.

Signing up for an eBay Store subscription has no effect on your income tax or on whether you need a business license. It's just a name that eBay uses for a package of benefits such as more free insertions and lower final value fees. You are supposed to report your eBay income to the IRS and other authorities whether you have a Store or not.
A Store subscription will cost you each month whether you use all those extra free listings or not, whereas the alternative, i.e., signing up a second eBay ID, costs nothing. As noted above, all you need is a second email address. To get free insertions above the 250 on your original ID, you'd have to sign up for a Basic store, which costs $28 per month (or $22 per month if you commit to a full year).

Business license depends on who you ask.
If you ask the clerk in your county ... she's going to say "YES", because she is trained to always accept the money.
If you ask someone who is interested more in making money than paying money, they'll say, "Wait till the gov't tells you that you need a license."
There's a lot of people here with no ... um .. well, they're afraid ... and they tell you to sign up for all the fees and licenses you possibly can ... because ... well, you know, just in case and stuff. They are afraid of their government.
I had a B&M store once for five years before they notified me that I needed a license.
And, I got one promptly (the next year).
