Seller sends wrong item,issues refund and can then relist item that I won?

So I won a coin and seller sends a different coin, I get the refund but told the seller I wanted the item to which he replies "sorry", and now has relisted what I won. Spoke with eBay and was told they would escalate my case because they couldnt find a solution and I would hear back within 24-48 hours. Of course I had to call back today and am told this is perfectly fine since I got my money back and suggested I just bid again on an item I had already won! How can this be fair to the buyer? Oh, and my negative feedback from the original sale was removed so the seller remains 100% positive. Anybody else have an issue like this?
