Winning buyer unregisters a few hours later

A buyer made an offer to me.  I decided to accept it 5 hours before the offer end today at ~12 PM ET.  A few hours later on or so after I accept his offer, he becomes an unregistered user today.
e-bay is currently going to invoice me for the sale.  I can't cancel the order.  I can't even send an invoice.  Am I going to be out $63 for e-bay selling fees or what happens now?

 Ebay "claims " they charge when the buyer pays if you are in managed payments..but why even take that chance   since ebay allows members to bid and unregister.
