I issued a refund to a buyer that has not returned man item. How does eBay protect seller in these situations

If you refunded before you got the item back then you gave the item to the buyer. You never refund before getting the item back..that is unless you don't want it back.

You are allowed to ask the buyer to return the item. Buyer is under no obligation to comply.

Next time, have buyer complete a return request.  Do not refund until you receive your item back. If item is not returned, eBay will protect you by not refunding if item is not returned (respond to return request timeline).

Proactively. A seller can request a return of the item before a refund is required.
