Buyers choose their sellers.
Sellers have the option to block buyers because they don't choose who buys from them; they can only pre-screen based on certain criteria as allowed by eBay and block based on what is usually bad prior experience.

You can block a limited number of sellers by using the Advanced Search page.
Buyers have been asking for this option for nearly 20 years. We're not going to get it.

This does make sense when you search for something where certain sellers have their spam floodgates open to circumvent the one item only listing policy.
But you can can also exclude sellers via the Advanced Search:

Yes but ebay thinks we asked for a reduction in FVF discounts instead.
