Where are the most recent instructions, required elements, and error code definitions for using file exchange?
The Basic template instructions are from August 2015, and the Advanced instructions are from October 2015. The templates and template creators are also outdated with deprecated data fields. And when I do update my data to reflect changes that have been made since 2015 (PayPalAccepted, ReturnsWithin, etc.) I still receive the same errors.
I've tried to search for answers in forums, online, and watched several worthless YouTube videos. But that is time-consuming and rarely helpful.
I plan to upload in other categories as well, so I need the complete instructions - not just a resolution for the specific errors shown in the attachments.
Where do the developers hide this information?? Can anyone share the secrets?

The information we want is not really indexed into File Exchange (FE) anywhere. I will often find the reason for errors in the developer API documentation because they seem to share the same resources when sending listings to eBay. Other times, I find cell attributes by opening a listing and looking for the code for that feature.
Someday, eBay should be bringing File Exchange up to speed because it appears to be the only offline substitute for eBay's retired Turbo Lister.
Looking at your file, it appears you may be enrolled in business policies. When FE asks for a shipping policy, you would ignore most shipping columns (except weight and dimension are required if the policy calculates) and enter the name of the policy under the policy profile heading that is to the extreme right end of the template. When using a policy, many of the columns referring to that policy (like the shipping fields, the payment fields, and the return fields) would no longer be populated. Unfortunately, we had found a few cases where populating fields was necessary to eliminate some warnings where the site warnings and FE warnings are not fully in sync. I hope we are past that stage by now - but just a heads up in case we are not.
I also see that your WeightMajor and Weight Minor are pound and fractions of pounds. FE would expect pounds in one, and ounces in the other. When posting on the US site, eBay expects your shipping units to be lbs and inches (not metric), by default.
We were previously allowed to add payment instructions and return instructions, but those fields are no longer supported and will be ignored (unless the error message says the field is no longer allowed). While not mentioned in the FE documentation, the absence of these fields would be noticeable on the listing tools, and that is where we find our guidance. The ConditionDescription is still a valid text field.
I haven't quite figured out your item specifics warnings. I believe what is happening is that the ISBN is pulling in information that is treated by eBay as an item specific, and they don't want you repeating that info, or potentially conflicting with what the ISBN tool pulls in. Check your error file against your upload list to see if the errors regarding Format, Year, Publisher, and Author only appear on items with an ISBN. If so, then don't populate those fields for ISBNs.

@shipscript thanks for seeing the WeightMinor error. I had a formula error on the master sheet, so that's been fixed now. I tried uploading again after deleting the extra fields (columns) and clearing the optional specifics if an ISBN was present. The only error code that cleared was 717, which I believe is related to the package weight.
These are still unresolved error codes: 21917164; 21919152; 21919057; 21919058; 21920200; 21920203; 23015; 73; 106
Could you point me to the two resources you mentioned?
1. Where do I find the developer API documentation?
2. Where do I find the code definitions for each feature? And where in the listings are you finding them? In the page source or by inspecting the elements?

I'm not able to make sense of the error numbers without the error descriptions. 😞
Matching the numbers to your error list:
21917164 = [ I couldn't find this in your screenshot] The Trading API says: This product belongs to a different category, so the category has been changed.
21919152 = shipping policy is missing from the ShippingProfileName column (this implies you are using shipping policies), and then the shipping columns should not used for details that are in the policy (like PackageType,ShippingType,ShippingService-X).
21919057 = Payment method outdated and will be ignored (just a warning, not an error) (could be in your Payment policy or could be lack of a payment policy) . When you have a payment policy, don't use the payment columns (PayPalAccepted, PayPalEmail, PaymentInstructions). May also be outdated if in Managed Payments .
21919058 = Return policy is outdated and will be ignored (check your return policy on your account). When you have a return policy, don't use the return columns (ReturnsAccepted, RefundOption,ReturnsWithin, ShippingCostPaidBy).
21920200 = ReturnDescription is no longer a valid field.
21920203= The value provided for ReturnsWithin is not valid (perhaps refers to the time line provided within your return policy, so make sure your return policy is updated).
23015 = Because you have immediate payment required, this advisory message lets you know that if you accept an offer, the immediate payment will not apply. Not an error and you won't get rid of this one.
73= [ I couldn't find this in your screenshot] It may have something to do with an extra space or invalid character in what should be an empty cell. The Trading API says: Price is not valid.
106= [ I couldn't find this in your screenshot] Trading API says: Description is missing.
The last two errors could be due to one stray character that offsets the cells on a line.
1. I usually look to the Trading API for definitions and values, and sometimes when trying to figure out errors.

2. For values used in options, I look at eBay's lister source code. Sometimes, available values can be found in the droplist elements or in the scripts. That's where I found the code for the new "First Class Letter".
I would also check whether your business policies are outdated. You would modify those on your account settings. The messages seemed to indicate there were issues within the policies themselves.
