When you set up the multi-variation, there is a list of what you have available, along with the picture and price of each item you sell. It is set up in a table. It sounds like you have not selected the multi-variation listing when you listed your 25 items.
You can't just change a regular listing to a multi-variation listing. You will need to set up a new listing from scratch (not sell similar item either). Then when you are setting up the listing, you will see the serial button to select that this is a multi-variation listing. Then follow each prompt. Have you pictures already ready in your file, then list each item separately within the multi-variation list.

Your listings for 'Pick your toy" are violations of eBay's policy on choice listings. Those are supposed to all be separate listings; that's how you keep track of what the buyer wants and what has been sold.
A variation-format listing has a drop-down menu where the buyer chooses their specific item. However, it's not intended to be used for offing different items such as different MacDonald's toys or key chains. A variation listing is for variations of the same item, such as a T-shirt in different sizes and/or colors.

You will need to use the Full-featured "Advanced" listing tool, sometimes called the "Business" listing tool. New and casual sellers are put into the Quick Lister, so if you don't see variation options while listing, you will need to switch to the "Advanced" or "Business" tool (see the top right of the listing form, or click "Change listing preferences" and then check the top right of the listing form).
When you start a listing with the Advanced/Business tool and you are listing in a category where variations are allowed, you will see the variation-creation option near the top of the tool. As mentioned, you can not convert a listing to a variation. You have to start from scratch. Since all of your "choice" listings are violations, you might as well end them right now.
I started with listing 173768926846.
Your category "Collectibles > Advertising > Restaurants & Fast Food > McDonald's > Other McDonald's Ads" does allow variations.
Variations can be tricky for the newcomer, so don't put any effort into any other parts of your listing until you work your way through the variation process. You might have to try several times before nailing it. Practice makes perfect.
You will first define the name of the group. Here I am calling it "design", but you can call it "type" or "toy" or "promotion" or whatever.
Variation option
After you have named your new variation group, you can click the "X" to delete the defaults that you don't want, like "color" and "original/reproduction".
Next you will want to start enumerating all the versions you have available. Since I have called the first variation group "design", I will now populate that group with its different attributes. The first attribute I added was "Camel", then "Kiara". When you have added more than one, and click continue, eBay will ask whether you want eBay to generate the groupings. Agree to that and then add the photo, price, and quantity for each of those attributes in your variation.
Variation option Attribute
Just start with a couple and don't work too hard at it. Add one photo and see how it works out. You can abandon that listing and start over if it gets messed up. Once you get the hang of it, you can create a complete listing and will be a pro at converting your others.

SEE I JUST WANT TO POST FOR EXAMPLE 20 DIFFERENT PHOTOS WITH NUMBERS 1-20 OR A B C D E F G NEXT TO IT SO A BUYER CAN JUST CHOOSE A B C D OR 1 2 3 4 5. JUST TO MAKE THE LISTING EASIER FOR ME TO POST INSTEAD OF TYPING FOR A LONG TIME AND DESCRIBING EACH PHOTO,WHEN A PHOTO HAS A THOUSAND WORDS ANYHOW DEPENDING ON WHAT IT POSTED.
