TurboLister is an old program. Upgrading it would require that eBay pay licensing fees for a database engine, communications package and a graphical user interface, or...write these programs in-house.
This seems to be more than eBay wishes to do for a free listing program.
Interestingly, before TL was depreciated, it was hard to find many who liked it.
