Service metrics- what genius came up with this??
I've been trying to overcome it for the third year already, as a result I have two of three accounts restricted for sale, and now the third account is also under threat. I have 100% positive feedback and a high level of service and here since 2011
I currently have 3 transactions that were opened by buyers "Item not received", although the packages were delivered on time, UPS with a tracking number according to all the rules. I contacted support for a whole month trying to explain that it was not my fault, but these transactions were still protected in my Service Metrics rating as "not received". The Indian guys from support are very polite and worried about me, but they can't help. It's surprising that in order to reduce the percentage of "item not delivered" and have a positive experience, you need to continue selling on eBay, but at the same time eBay limits sales. With less than 400 sales in 3 months, you need to wait a year for the rating to improve.
this is such an absurd situation.
In general, such an attitude towards sellers is disappointing, eBay does not try to help sellers???
I think they are going the wrong way
Maybe someone had solutions to this issue?

Some start looking for another place to sell in case they do get shut down.
All you can do is keep selling what you can and try not to have any more problems.

Selling from Ukraine
With less than 400 sales in 3 months it is not that you have to wait a year for the rating to improve, but that as a seller with less than 400 sales in 3 months .......... your rating evaluation is based on one year.
That means that a defect will remain for 1 year.
More good transactions can dilute the %age of defects.
A defect dropping of will greatly dilute the %age of defects.
The BBE metrics applied by eBay for international sellers can be very critical in the health of your account.
There are things that differ for those sellers subject to the BBE evaluations than for USA sellers.
Your dashboard should show where you stand.
