Does anybody know if a Seller can list the same card at the same time with different purchase options? There is a seller who is offering a graded card for Buy it Now at $99 and also the same graded card for bidding. PSA cert #s are identical. I watched both cards and the seller offered me a discount on the one that was listed for bidding at $135. I declined the offer and was tempted to reply with comment but did not. If this is allowed it seems unusual.

A selling can not list a one-of-a-kind item in both formats (Auction vs GTC). Since the certification number is the same for both listings, the seller is in violation of eBay policy.
eBay allows a seller to list identical "duplicate" items (meaning they have more than one) as an auction without BIN, and as a Buy-it-Now (BIN) fixed price (GTC) listing with any quantity. More details here:

If the seller has been on eBay a while, most likely they lost track of their inventory. If the seller is new, they may not be aware of the policy.

This was a power seller with thousands of positive reviews. I was hesitant to bring it to his attention. Doubtful if he was doing this accidently. Not worth the trouble though thought about reporting each of the listings to Ebay.

A power seller with a large number of listings has most assuredly done this accidentally. We see it ALL the time because it is hard for them to keep track when eBay regularly disrupts the site. They will often come to the forums asking advice on how to locate duplicates. Power sellers lose status when they list duplicates that don't exist, so the seller would be most grateful to hear about the duplicate. If the power seller sells one, and then later sells the non-existent duplicate, the seller status will suffer for being out of stock. A power seller must work diligently to keep that status.

315046742693 is the auction listing. 166460761718 is the bin listing. Both have the same PSA cert #. Originally I was watching the bin card and received an offer from the seller that I declined. Looking at his listings I noticed the same card (same cert #) for the auction (1 bid as of this post). I still think the seller knows what he's doing.

I found that this seller has quite a few duplicates, and I think you're right that this is on purpose. In one of the listings I found this disclaimer: "random PSA serial number ".
What that indicates is that the seller has multiples of the same item, and it is perfectly fine for the seller to list one at auction and one at fixed price. However, the problem, which you exposed, is that the seller is using the same photo for a serialized item with inadequate disclosure. A slab with a different cert# would be rejected by eBay's authenticity program as not matching the photo, but I think the buyer would be given the chance to accept a card with that discrepancy.
Aside from that, I do believe the seller has duplicated at least one, where only one is available, and I've asked the seller to address the issue. Time will tell.
