I have been working on eBay since 1019 and I have 1013 positive feedbacks 100% and I have more than 6300 items sold on the eBay platform
My account has never been subjected to any kind of restrictions or bans, I pay my financial obligations to the store regularly, and I always maintain an excellent relationship with customers, but on 10/12/2024 I received a message from eBay stating that my account has been restricted, all my active listings have been removed, and my money has been put in hold due to the BBE rate in my account rising to 10.3%, which eBay considers higher than the market average, and the decision was implemented immediately.
But this decision is unfair and illogical for several reasons, which are:
Firstly/ There was a technical problem in my account on the BBE page where the Next Evaluation Cycle date was showing 31/12/2099, and this problem continued to appear until my account was restricted. The appearance of 2099 in my account made me feel at first that there was no upcoming evaluation, due to the long period of time, but then I felt worried and contacted eBay customer service regarding this problem. The eBay employee acknowledged the existence of a technical glitch and told me that he would solve it, but unfortunately this problem was not solved until my account was restricted.
The appearance of the next evaluation date 2099 in the BBE list in my account caused me confusion and lack of understanding of the evaluation in general and was a major reason for the high BBE rate in my account.
It is not reasonable that eBay would punish me for a BBE rating that has a technical error, and I have already reported it.
Secondly/ My account was restricted due to only four orders (2 orders) The order was cancelled due to the customer’s address not being clear. It is not possible for me to ship an order to a customer whose address is not clear, knowing that I contacted the customer before the cancellation and informed him that his address was not clear, but he did not respond, which forced me to cancel. (2 orders) Return request. I dealt with them by sending a return shipping label, where the customer returned the item and I refunded their money without any problems. Note that one of the customers who opened a return request, his goal was only to recover the money without any defect in the item, and I sent a report to eBay in this regard, but they did not care. The reason why my account's high BBE rating was affected by only four orders is that during the evaluation cycle in which my account was restricted, I had only 39 orders, due to my being on leave (time AWAY ) for a long period due to the war in my country, as my account is an Israeli account, and we had previously informed eBay since the beginning of the war in 2023 that it sympathizes with us due to the war conditions and that the defects in our accounts will not be calculated, but this did not happen and eBay restricted my account without fault. I contacted eBay customer service more than once via chat and messages, and explained everything to them, but to no avail. eBay treats me as if I am a new user on the platform and does not appreciate my work period with them for more than 5 years. Sometimes they tell me to wait for a message from them so that I can appeal the restrictions and restore the selling privileges in my account, and other times they say the opposite and that this restriction is permanent. I feel that eBay customer service employees do not have complete information on this subject. But I found the following article while researching eBay's policies regarding CBT Dashboard:
. What should I do if my account has been restricted due to its performance issues? Will the action be removed if my INR% improves in the next evaluation cycle?
"eBay will still evaluate the INR% of your accounts as long as there are eligible transactions. The restriction will be removed automatically once your INR% is lower or on par with the market average in the subsequent evaluation periods."
I can understand from this article, when the orders with defects are out of the upcoming evaluation circle and I have orders that are eligible for evaluation, and the BBE rate in my account is less than or equal to the market average, the restrictions on my account will be removed automatically,

I'm sorry this happened to you, but it was not recent, and not without warning. Your CBT Seller Dashboard shows that your last evaluation was made for the period from July 7 to Sept. 29, 2024, so there must have been several evaluations before that which were showing warnings ("Non-compliant" in yellow), probably for the previous 2 to 3 months. At that time, the status was "Action Taken" in red, which would have been the selling restriction on your account, and ending your active listings on Oct 11, 2024.
If you scroll down on the page shown in your screenshot, you should be able to see graphs that show your number of non-compliant transactions for each month, for the past year, both globally and in each of the major selling regions. Sellers need to monitor their CBT dashboard, and take action to prevent their evaluation from reaching the red "Action Taken" status.
This performance standard is evaluated and enforced entirely automatically, by computer evaluating your numbers, compared to the standards achieved by other sellers. There is no manual review, and no appeal is possible. That is why they compare you to your peers, who are selling similar items to similar regions (the "Market Average"), and why they do the evaluation with statistics.
Once eBay has "Taken Action", if that includes ending your listings, then they will not evaluate your account again. The restriction becomes permanent. I think a logical interpretation of the "next evaluation date" (which was the last day in the 21st century, or 75 years from now), was that there was not going to be another evaluation date. Your last evaluation was Oct 2, 2024, the Wednesday after your last evaluation window ended on Sept 28, 2024.

Dear, my problem has nothing to do with selling items. My problem was with only four orders, as shown, two orders that I cancelled due to the customer's address not being clear, and two return orders that I sent a return shipping label to. The main problem was with the BBE page in my account, which had a technical glitch that showed the next rating in the year 2099. This caused me confusion and lack of clarity. I actually reported this technical glitch to eBay, but unfortunately this technical glitch was not fixed and then my account was restricted. The technical glitch actually made me not understand this rating, and this is not my fault.

I acknowledge that there were only four orders as shown in the screenshot that had problems (2 cancellation requests due to the buyer's address not being clear and two return requests and I sent return shipping labels to the customer)
But the main reason for not understanding this evaluation is the technical glitch that showed me the date of the next evaluation in the year 2099, this glitch made me not care about this evaluation and I think that there will be no upcoming evaluation

I don't know what to do to restore my selling privileges to my account. The responses of eBay customer service employees are conflicting. Sometimes they tell me that I can appeal, and sometimes they tell me that the restrictions are permanent. I feel that their information regarding this matter is limited.

I'm sorry, but as far as I know, once your account has been restricted and your listings are removed, eBay will not review the account again. Nobody here works for eBay, and we can't help you to get an appeal.
There is no way to appeal this. Even with the glitch, they won't review your account again. I'm sorry, but you made a bad assumption that your account would not be restricted, in spite of the warning that was shown.
You needed to take action when your account had the orange warning status, as it said at the top of your CBT dashboard. No matter what the date for the next evaluation said. That can be difficult for a low-volume seller, because you needed to increase your number of transactions, but that's how the rules are enforced.

Thank you for the reply, dear, I have no delay in shipping, I had only two cancellation requests due to the customer's address not being clear, I actually sent a message to the customer telling him that his address was not clear but the customer did not respond, which forced me to cancel the order, I cannot ship to an unclear address

I explained everything to eBay customer service, but they deal with me as if I were a new user, and they do not consider my years of work as a seller on this platform, and the employees' response varies, sometimes their response is positive and I can regain the selling advantages on my account and other times it is negative and The restrictions are permanent
I don't know what to do in this case ???

You cannot appeal. You cannot regain selling again.

I am sure there is a way to appeal, it is unreasonable for eBay to be this unfair, it is unreasonable for eBay to hold me accountable for a technical glitch that I have previously reported, if the restrictions are final this is definitely unfair, I have been selling on eBay for many years, I have thousands of sales and I also have 100% positive feedback, it is unreasonable my friend that my account is restricted due to a technical glitch
