I can only select 1/3 of my items when using promoted listing

Hello,

Ever since we switched to Managed Payments, we have been unable to select our entire store to put into Promoted Listings.  We are Top Rated so it's not an issue of having poor metrics.  We use promoted listings every week and our impressions are way down with only promoting what they are allowing us too.  We sent a message to eBay and never received a response. 

Is anyone else having this issue and/or successfully found a work around or solution?

If you do it every week, aren't the older items already being promoted?

We stop them and start them every week to change the rate and just overall refresh them.
